This Fiscal year's budget has improved on many issues as it highlighted the need for renewable energy and allocated majority of budget in consolidating the plan. However, it is of great dismay that the country has failed to appreciate contribution of more than 18,000 Community forest user groups and about 33% of people. They have failed to recognize more than 1.2 million ha of forest managers. Though the budget partially appreciates need of addressing climate change adaptation measures, the budget, however, main actor of mitigation.
Thus, with this scenario, HIMAWANTI, Nepal possess greatest disagreement to the current FY 070/071 budget and strongly appeals to address the backbone issues.
